This means you will need to hire a notary public (lawyer) who is legally recognized by the Costa Rican Government to submit your documentation for a Civil Union. If you are in need of a notary public I can recommend one to you but please know I am unable to perform the ceremony without a lawyer present. I am primarily available to do a wedding ceremony located within a distance of 4 hours from San Jose but have officiated ceremonies around the country.
